Fully Funded US South Pacific Scholarship Program 2027.

The US South Pacific Scholarship Program (USSP), authorized by the US Congress and funded by the Bureau of Educational and Cultural Affairs of the US Department of State, is a competitive, merit-based scholarship program that provides opportunities for Master’s and Bachelor’s degree study at the University of Hawaiʻi in fields that are directly relevant to the development needs of Pacific island countries.

It will also enable the recipients to obtain a broader understanding of the United States.  The scholarship program will include a mentoring component with a possible follow-on summer internship, and readily accessible opportunities for participation in host family and volunteer service programs.

Candidates from the following countries, who meet specific selection criteria, are eligible for the program: Cook Islands, Fiji, Federated States of Micronesia, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tuvalu, and Vanuatu.

The US South Pacific Scholarship Program is administered by the East-West Center on behalf of its funder, the Bureau of Educational and Cultural Affairs.

The US South Pacific Scholarship Program has a specific purpose. It wants to build skilled people who can go back and help solve real problems facing Pacific island nations.

What This Scholarship Is Actually Built Around

The USSP supports both undergraduate and postgraduate study at the University of Hawaiʻi. But there is a clear condition attached to that support. Your field of study needs to be directly relevant to the development needs of Pacific island countries.

This is not a scholarship built around personal interest alone. It is built around purpose. Before applying, think honestly about how your intended subject connects to real challenges your country or the wider Pacific region is facing. A strong application needs to make that connection clearly, not assume the committee will make it for you.

The official programme page lists the current eligible fields of study, so check that list carefully before deciding on your major or your graduate focus.

Which Countries Are Eligible

The USSP is open to a defined group of Pacific island countries:

  • Cook Islands
  • Fiji
  • Federated States of Micronesia
  • Kiribati
  • Nauru
  • New Zealand
  • Niue
  • Palau
  • Papua New Guinea
  • Republic of the Marshall Islands
  • Samoa
  • Solomon Islands
  • Tuvalu
  • Vanuatu

If your country is on this list, you meet the basic nationality requirement. But that alone does not guarantee selection. You also need to satisfy the programme’s academic and admission conditions, so treat this list as step one, not the finish line.

Why Field of Study Matters So Much Here

Pacific island nations face a specific set of development challenges. Climate change, environmental vulnerability, and geographic isolation limit economic diversification and put real pressure on natural resources. These are not abstract policy topics. They shape daily life and long-term planning across the region.

The USSP exists specifically to build local expertise that can address these challenges directly. That is why the scholarship ties funding to development-relevant fields rather than funding any degree a student happens to want.

Practically, this means your application is stronger when you can clearly explain how your chosen field, whether that is environmental science, public health, engineering, economics, or another relevant area, connects to a real need back home. A vague interest in a subject is weaker than a specific thought-out connection between your studies and your country’s development priorities.

Studying at the University of Hawaiʻi

Successful scholars complete their degree at the University of Hawaiʻi, studying in the United States while staying closely connected academically to Pacific issues. This is a meaningful advantage. The university’s location and research focus mean Pacific-relevant topics are not a side interest there. They are often central to ongoing research and academic work.

For students from the region, this kind of international academic exposure does more than build a résumé line. It connects students to new research methods, academic networks, and technologies they can later bring home and apply to real development work.

Eligibility Requirements.

Before starting an application, check each of these points carefully:

  • Is your nationality on the eligible country list?
  • Is your intended degree level Bachelor’s or Master’s covered under the programme?
  • Is your proposed field of study considered eligible under the current programme guidelines?
  • Do you meet the University of HawaiÊ»i’s admission requirements?
  • Do you meet the scholarship’s own academic and eligibility conditions?
  • Do you know exactly which supporting documents you need to submit?

Skipping any one of these checks can waste significant time and effort on an application that was never going to be considered. Confirm all six before you start, not after.
