Applications are invited from suitably qualified persons to fill vacancies in the posts of Budget Officer, Deputy Director, Budget, Director, Citizens’ Bureau, and Assistant Legislative Drafting Officer II in the Parliamentary Service of Ghana.
The Vacant Positions are;
#01. BUDGET OFFICER.
Main Duties and Responsibilities
The Budget Officer shall assist the Director of Budget to;
- Prepare the draft annual estimates of Parliament in line with approved guidelines.
- Conduct expenditure forecasting and budget costing analysis of the resource requirements.
- Ensure effective and efficient management, monitoring, and control of budgetary allocations to cost centers.
- Review, analyse and revise data with respect to the preparation and finalisation of cost estimates and programme budget proposals submitted by Parliamentary Committees, Departments and other cost centers.
- Develop internal budgetary controls to monitor the expenditure utilised in carrying out programmed activities.
- Prepare Parliament’s Budget Performance Reports.
- Assist Parliamentary Committees, Departments and other cost centers with the preparation and implementation of their respective work plans and budget estimates.
- Perform any other duties that may be assigned by the Clerk to Parliament.
QUALIFICATION/ EXPERIENCE
- A good First degree in Economics, Accounting, Finance, Statistics, Planning and Development Studies or a relevant social science discipline from a recognised university with a minimum of seven (7) years post-qualification experience and a Master’s degree in the relevant subject with at least three (3) years in a position analogous to Assistant Director IIA in the Public Service. OR
- A good First Degree and a Master’s degree in Accounting, Economics, Finance, Statistics, Planning, and Development Studies or a relevant discipline with at least three (3) years post-Master’s degree qualification experience with at least 3 years in a position analogous to Assistant Director IIA in the Public Service,
#02. DEPUTY DIRECTOR, BUDGET.
Main Duties and Responsibilities
The Deputy Director of Budget shall assist the Director of Budget to;
- Provide leadership in preparing the Parliament and Parliamentary Service annual budget for review and approval by the Parliamentary Service Board for Implementation.
- Develop and Implement Systems and Procedures for analysing budgetary performance to aid monitoring and control of the budget of Parliament.
- Review budget controls, reports, and transactions to ensure completeness, accuracy, and compliance with internal and external authorities.
- Facilitate the development of work plans at all levels of the Parliamentary Service.
- Interpret and coordinate the implementation of budget directives and guidelines.
- Translate operational policies and objectives into proposals for resource allocation.
- Co-ordinate the preparation of short-, medium-, and long-term plans, and synthesise them into the National Development Plan.
- Provide guidelines to Parliamentary Committees and Departments in the preparation and costing of annual budgets.
- Provide technical support to the Parliamentary Service Board and Management Committee for effective and efficient financial management and timely resolutions of complex and challenging financial and policy matters.
- Establish and maintain good working relationships with external MDAs and other Stakeholders in the area of planning, budgeting, monitoring, and evaluation.
- Maintain budget data to facilitate qualitative and quantitative analysis to support management decision-making.
- Prepare monthly and periodic budget and management reports, including explanations of Variances and trends.
- Monitor and ensure timely preparation and submission of statutory reports.
- Monitor to ensure prudent budget administration of Parliament
- Perform any other duties that may be assigned by the Clerk to Parliament.
QUALIFICATION/ EXPERIENCE
- A good First degree in Economics, Accounting, Finance, Statistics, Planning and Development Studies or a relevant social science discipline from a recognised university with a minimum of nine (9) years post-qualification experience and a Master’s degree in the relevant subject with at least three (3) years in a position analogous to Assistant Director I in the Public Service.
OR
- A good First Degree and a Master’s degree in Accounting, Economics, Finance, Statistics, Planning, and Development Studies or a relevant discipline with at least five (5) years post-Master’s degree qualification experience with at least 3 years in a position analogous to Assistant Director I in the Public Service.
#03. DIRECTOR, CITIZENS’ BUREAU
Main Duties and Responsibilities:
The Director of Citizens’ Bureau shall
- Facilitate engagements between Parliament and CSOs/think tanks on critical issues of national importance.
- Establish and maintain a database of CSOs/think-tanks operating in Ghana, classifying them according to their respective areas of work and aligning them with the various committee clusters of Parliament.
- Facilitate information sharing between Parliament and CSO/think tanks.
- Facilitate capacity-building in the form of workshops and seminars for CSOs/think-tanks on the workings of Parliament and collaborative events between Parliament and CSOs.
- Coordinate and facilitate the implementation of the Open Government Partnership and Open Parliament initiatives
- Provide technical support to the Open Government Partnership Caucus in Parliament and the Open Parliament Steering Committee, as well as facilitate the implementation, monitoring, and evaluation of the Open Parliament Action Plan.
- Perform any other duties assigned by the Clerk to Parliament.
QUALIFICATION/ EXPERIENCE
- A good First degree in Social Sciences, Humanities, Mass Communication, Public Relations, or a relevant discipline from an accredited University with a minimum of ten (10) years’ post-qualification experience and a Master’s degree in a relevant subject area with at least three (3) years in a position analogous to a Deputy Director in the Public Service.
OR
- A good First Degree and a Master’s degree in Social Sciences, Humanities, Mass Communication, Public Relations, or a relevant discipline from an accredited University with a minimum of six (6) years’ post-qualification work experience and at least three (3) years in a position analogous to a Deputy Director in the Public Service.
#04. ASSISTANT LEGISLATIVE DRAFTING OFFICER II
Main Duties and Responsibilities
The Assistant Legislative Drafting Officer II shall
- Analyse legislative policy proposals to ensure they are consistent with existing legal frameworks.
- Provide expert legal advice to Members of Parliament, committees and departments.
- Draft primary legislation (Bills).
- Draft amendments to legislation during parliamentary committee stages.
- Proofread and mark up documents.
- Perform any other duties assigned by the Clerk to Parliament.
QUALIFICATION/ EXPERIENCE
- A Bachelor’s of Laws Degree from a recognised university plus a Barrister at Law (BL) qualification;
- Must have completed pupillage; and
- With a maximum of three years’ post-qualification experience.
