The Research Grants Council (RGC) of Hong Kong opened applications for the Hong Kong PhD Fellowship Scheme (HKPFS) 2027/28 on 1 September 2026.

With 400 fully funded fellowships, an annual stipend of HK$344,400 (about US$44,150), and a research travel allowance of HK$14,400 per year.

It remains one of the most generous PhD funding schemes in Asia, and the initial application deadline of 1 December 2026 (12:00 noon Hong Kong Time) is closer than it looks.

If you are planning to apply, here are the seven things that decide whether an HKPFS application succeeds or quietly disappears into the pile.

1. It is a two-step application — and both deadlines fall on the same day

• Many first-time applicants assume that submitting the RGC initial application is the application.
• It is not. Step one is the short online initial application on the HKPFS Electronic System, which gives you an HKPFS Reference Number.
• Step two is the full PhD admission application to each university you selected, quoting that number.
• The RGC portal closes at 12:00 noon HKT on 1 December 2026, and the universities close at 11:59 pm HKT the same day.
• Anyone who submits the initial application on the final morning and then discovers that a university needs uploaded transcripts, two referee reports, and a research proposal by midnight is in trouble.
• Aim to finish everything by mid-November.

2. You can choose only two programmes — choose them strategically

• The initial application lets you pick up to two programmes or departments at one or two of the eight participating universities (HKU, CUHK, HKUST, CityUHK, PolyU, HKBU, Lingnan and EdUHK).
• Treat this like a portfolio: one programme where your profile is highly competitive and one where the research fit is exceptional.
• Do not pick two departments at the same university simply because the university is famous; the selection is done department by department, and a weak fit in a strong department rarely wins.

3. The supervisor conversation matters more than the university ranking

• HKPFS nominations are made by departments, and departments nominate candidates that a specific supervisor wants to work with.
• Email two or three potential supervisors in September or October with a short, specific message: who you are, which of their recent papers your proposal builds on, and a one-paragraph research idea.
• A supervisor who replies “I would be happy to support your application” has effectively moved you from the general pool into the shortlist.

4. Academic excellence is the first filter

• The RGC lists four selection criteria: academic excellence, research ability and potential, communication and interpersonal skills, and leadership.
• Academic excellence is explicitly the primary consideration.
• In practice, successful applicants usually hold a first-class or upper-second-class honours bachelor’s degree, or a research master’s degree with a strong thesis.
• If your GPA is borderline, compensate with publications, conference presentations, a thesis prize, or a very well-structured research proposal.

5. Your research proposal is the document that gets read most carefully

• Most universities require a proposal of roughly 1,500 to 3,000 words.
• Reviewers want to see a clearly defined research question, awareness of the current literature, a feasible methodology, and a realistic three-year timeline.
• Generic proposals that could apply to any university are the most common reason strong candidates are not nominated.
• Name the lab, the facilities, and the supervisor’s work you intend to build on.

6. The universities, not the RGC, set English test scores

• The RGC does not impose a language requirement, but every participating university does.
• Typical minimums are IELTS 6.5 overall or TOEFL iBT 80 to 90, with some departments asking for higher.
• If your previous degree was taught entirely in English, most universities grant an exemption, but you must request it and provide proof.
• Book a test date now if you need one; December results will not arrive in time.

7. The fellowship stipend does not automatically cover tuition — but universities usually do

• The RGC pays the HK$344,400 stipend and the HK$14,400 travel allowance directly to the fellow.
• Tuition is a separate matter, and each of the eight universities has its own HKPFS package: most waive tuition for awardees, several guarantee hall accommodations in the first year, and some add a top-up scholarship on top of the RGC stipend.
• Compare the university packages before you choose your two programmes; the difference over three years can be tens of thousands of Hong Kong dollars.
