The National Identification Authority (NIA) invites applications from qualified and interested individuals to support its mass registration exercise for children aged 6–14 years.
The exercise aims to capture data on eligible children in the National Identity Register as part of efforts to strengthen Ghana’s identification system.
Available Positions:
Applicants may apply for the following positions:
#01. TECHNICAL SUPPORT OFFICER (TECHNICIAN)
Duties And Responsibilities
- Installing and configuring computer hardware, operating systems, licenses, and applications;
- Monitoring and maintaining computer systems and networks;
- Troubleshooting system and network problems either in person or remotely, diagnosing and solving hardware or software faults;
- Replacing mobile registration workstation, printer, and printer server parts and all other peripherals as required;
- Setting up new users’ accounts and profiles and handling password-related issues;
- Supporting the roll-out, implementation, testing, and evaluation of new technology and applications;
- Providing daily, weekly, monthly, quarterly, annual, and regular incident reports including procedural documentation and relevant reports;
- Logging technical issues and complaints electronically;
- Escalating unresolved technical issues and faults to the Technology and Biometrics Department through the RRO;
- Capturing into the enrolment system, the personal information of applicants as recorded on the Registration Application Form;
- Capturing the biometric information, such as the fingerprints, irises, and pictures of applicants using a Mobile Registration Workstation (MRW);
- Ensuring the accurate capture of data input(s) received from the Assistant Registration Officer(s);
- Managing the printer and print server to ascertain the status of National Identity cards in print;
- Printing and issuing National identity cards to applicants;
- Printing, sorting, shipping, and issuance of National ID cards in backlog to designated District Registration offices;
- Assisting in the conduct of training and orientation for the Assistant Technical Enrolment Officers (ATEOs);
- Performing any other duties that would be assigned by the Executive Secretary or the Regional Registration Officer from time to time.
#02. COMMISSIONER FOR OATH (CFO)
Duties And Responsibilities
- Arrive at the Registration Centre one hour before the commencement of registration to assist the RO in setting up the Registration Centre
- Enquire from persons vouching for the Applicant, the type of relationship they have with the Applicant(s) they intend to vouch for
- Assist the person vouching, if a relative of the Applicant, to state the type of relationship they have with the Applicant in brackets, next to their name on the Oath of Identity Form, e.g., (sister, father-in-law, etc.)
- Refer to the list of persons determined by the NIA Governing Board to identify the Applicant under oath, where the person vouching is not a relative, and assist them to state their class in brackets (by profession, rank, or status, e.g., doctor, Imam, Assemblyman, etc.) next to their name on the Oath of Identity Form
- Assist the persons vouching to complete the Oath of Identity Form
- Establish that the persons vouching before them have read the Oath of Identity Form and fully understand the contents, and remind them of the implications of vouching on oath
- Complete the sections of the Oath of Identity Form applicable to the Commissioner for Oaths and direct the Applicants as well as the person(s) vouching to the RO/RA for the interview process
- Facilitate the daily closing procedures, account for and hand over used, unused forms and materials used for registration of Applicants, and at the end of the registration period to the RO for safe custody
- Assist RO to account for all logistics, forms, and materials used during the period of registration
- Ensure that registration materials and logistics are in good condition for the next day’s registration exercise
- Assist the RO to tidy up the Registration Centre after the close of work each day
- Handle any other duties that may be assigned by the Executive Secretary or his representative through Supervising Officials
#03. CARD VERIFICATION OFFICER (CVO)
Duties And Responsibilities
- Issue printed cards to Applicants in accordance with the established verification protocols and procedures
- Ensure the proper handling of all Identity Card resources at the Registration Centre (blank and printed ID Cards, sorting, verification, and issuance; ribbons, laminates, etc.)
- Manage the Printer Server attached to the Printer and enrolment system at the Registration Centre
- Work in accordance with NIA enrollment card delivery standards, processes, and procedures
- Account for direct usage of ID Card resources and equipment used for the printing of identity cards of Applicants daily, and at the end of the registration period, to the RO for safe custody
- Ensure the safety, security, and proper handling of the registration materials and equipment assigned to the Registration Centre
- Ensure that registration materials, equipment, and logistics are in good condition for the next day’s registration exercise
- Assist the Registration Officials in tidying up the Registration Centre after the close of work each day
- Handle any other duties that may be assigned by the Executive Secretary or his representative through the Supervisor Officials and the RO
#04. MOBILE REGISTRATION WORKSTATION OPERATOR (MRWO)
Duties And Responsibilities
- Arrive at the Registration Centre one hour before the commencement of registration to assist the RO in setting up the Registration Centre
- Undertake the “PING” Process to identify a suitable and convenient electricity and data connectivity point(s) to set up the MRW for registration of applicants, in consonance with data connectivity, electricity, and operational logistics report
- Collect completed National Identity Card Application Form (Application Form) from the Applicant and enter the data/information on the Form into the computer
- Scan the captured Application Form and attach it to the Applicant’s data file
- Scan all identity documents presented by an applicant for registration and attach them to the applicant’s data file
- Take the applicant’s photograph and 2 irises using a digital camera and iris scanner on the MRW
- Take Applicant’s signature using a digital signature scanner/pad on the MRW
- Forward the Applicant’s captured data to the National Register for a de-duplication exercise to be carried out to confirm the Applicant’s exclusive entry onto the National Register
- Issue the Applicant with a printed receipt of captured registration details and request the Applicant to check and confirm the accuracy or otherwise of the data printed on the receipt
- Correct the data in case of errors, mistakes, or inconsistencies on the Application Form as prompted by the Applicant
- Inform the Applicant to sign the printed receipt to confirm the accuracy of the data on the receipt
- Issue a command for printing of Applicant’s Ghana Card
- Direct the Applicant to the Card Verification Officer (CVO) to collect his/her Ghana Card
- Account for and hand over registration materials and equipment used for the registration of Applicants daily, and at the end of the registration period, to the RO for safe custody
- Ensure the safety, security, and proper handling of the registration materials and equipment assigned to the Registration Centre
- Assist that registration materials, equipment, and logistics are in good condition for the next day’s registration exercise
- Assist the Registration Officials in tidying up the Registration Centre after the close of work each day
- Handle any other duties that may be assigned by the Executive Secretary or his representative through Supervising Officials and the RO
#05. REGISTRATION OFFICER (RO)
Duties And Responsibilities
- Arrive at the Registration Centre one hour before registration begins daily to set up the Registration Centre
- Assist the Registration Officer (RO) in performing the registration assignment with the Registration Officials at the Registration Centre, and lead the setup of the Registration Centre to receive Applicants throughout the registration period;
- Record an Applicant’s personal biographical data on the prescribed National Identification Card Application Form in adherence to specific data recording processes and procedures
- Work under the direct supervision of the RO and the assigned DRO/Supervisor, NIA Staff, and Monitors while taking into account all instructions and procedures governing the Registration Centre’s activities and operations as indicated under the duties of the RA
- Assist applicants in generating GPS/digital addresses using a smart mobile phone and other electronic devices
- Complete the National Identity Card Application Form with the Applicant and direct him/her to the MRWO for biometric data capture
- Facilitate the daily closing procedures, account for and hand over registration materials and equipment used for the registration of Applicants daily, and at the end of the registration period to the RO for safe custody
- Ensure the safety, security, and proper labelling and handling of the registration materials and equipment assigned to the Registration Centre
- Assist the RO to account for all equipment, logistics, forms, and materials (logistics) used during the period of the Registration
- Ensure that all used and unused forms and materials are properly packed, labelled, and handed over to the RO daily
- Ensure that REGISTRATION MATERIALS, equipment, and logistics are in good condition for the next day’s registration exercise period
- Ensure that data collection principles, procedures, and protocols are adhered to during the mass/continuous registration period
- Assist the Registration Official in tidying up the Registration Centre after the close of work each day
- Handle any other duties that may be assigned by the Executive Secretary or his representative through Supervising Officials and the RO
NB: All positions are temporary contract roles to support the nationwide registration exercise.
Eligibility
- Must be a Ghanaian.
- Must possess a Ghana Card.
- The eligible age range for applicants is 18 to 50 years
- Each applicant is allowed to apply for only one position on the portal
