Former National Service boss charged with 14 counts of stealing, causing financial loss.
Former Executive Director of National Service Authority (NSA), Osei Assibey Antwi has been slapped with 14 counts of stealing and causing financial loss to the state to tune of over GHC500 million.
This is contained in a suit filed by the Attorney-General and Minister of Justice, Dr Dominic Ayine on October 13, 2025.
The suit sighted by 3news indicate that Mr Assibey has been charged with fourteen counts:
COUNT ONE- STATEMENT OF OFFENCE: Causing Financial Loss to the Republic contrary to section 179A I) of the Criminal Offences Act, 1960 (Act 29)
PARTICULARS OF OFFENCE: OSEI ASSIBEY ANIVI (Former Executive Director, NSA), between August 2021 and February 2025 willfully caused financial loss of Five Hundred Million, Eight Hundred and Sixty-One Thousand, Seven Hundred and Forty-Four Ghana Cedis and Two Pesewas (GHC500,861,744.02) belonging to the National Service Authority, by authorizing payments of allowances to in excess of 60,000 non-existent (ghost) national service personnel.
COUNT TWO- STATEMENT OF OFFENCE: Stealing contrary to section 124(1) of the Criminal Offences Act, 1960 (Act 29).
PARTICULARS OF OFFENCE: OSEI ASSIBEY ANTWI (Former Executive Director, National Service Authority (NSA)), on or about 22nd August 2023 in the Greater Accra Region dishonestly appropriated the sum of Three Million, Six Hundred and Twelve Thousand Ghana Cedis (GHC1,612,000) belonging to the National Service Authority.
